Legal marriage possible
Yes. The procedure document published by the state’s county offices states that two foreign nationals may marry in Hungary, provided their own national laws raise no bar. No residence condition is set.
- Each foreigner presents an attestation of no impediment under their national law, a birth certificate, proof of civil status and a passport.
- Foreign documents must be legalised or apostilled and accompanied by a Hungarian translation certified by the national translation office.
- The county office has thirty days to rule on the foreign documents: the ceremony can only be set from the thirty-first day.
- An interpreter is compulsory if a spouse or a witness does not understand Hungarian, and the couple bears the cost.
- The civil registry procedure itself is free of duty. An application to waive the attestation is priced at HUF 5,000.

The calendar. Thirty days to process the foreign file, plus the time to obtain the attestation at home and have the papers translated by the national office: the date cannot be set a few weeks out.
Same-sex couples
No. The Fundamental Law protects marriage as a union of life between a man and a woman. A registered partnership exists for same-sex couples, but it can only be entered into where one partner is Hungarian or domiciled in Hungary: that route is therefore closed to two non-resident foreigners.
