Yes. The ministry states that foreigners must meet the same conditions as Croatians, and the national portal specifies that any place in the country may be chosen. No residence condition appears in the official sources.
- Documents required of a foreigner: a birth certificate issued in the state of birth, a certificate of capacity to marry, photo ID and a passport, all translated into Croatian.
- A document specific to foreigners: an attestation that the marriage contracted in Croatia will be recognised by the competent authorities of their country.
- The birth certificate extract must be no more than three months old.
- The marriage is held between the thirtieth and forty-fifth day after the application; it may exceptionally be shortened, or extended up to ninety days.
- Two witnesses are required at the civil ceremony.
- Fees: €27.87 for the civil marriage, €9.29 for a religious marriage with civil effect, with a surcharge if the ceremony is held away from official premises.
The catch
The attestation that the marriage will be recognised at home. Many administrations do not issue that document in that form, and that is where foreign files stall — not on the certificate of single status everyone thinks of.
Same-sex couples
Not open to marriage. Croatia has a life partnership for same-sex couples, established in 2014 and amended in 2019, which the ministry handles in the same procedure as foreigners’ marriage.
