Possible, but each foreigner must show they are staying in Estonia on a legal basis provided for by the Aliens Act. The marriage is held only between one and six months after the application is filed.

• The marriage is entered into between one and six months after the application is filed with the registrar or a notary.
• Every foreigner certifies that they are staying in Estonia on a legal basis; Tallinn requires proof of lawful stay on the wedding day, particularly for third-country nationals.
• A certificate of capacity to marry from the country of residence is required if you live outside Estonia or have been there less than six months; it lasts as long as it states, and at most seven months.
• Foreign documents must be legalised or apostilled unless a convention provides otherwise, and are accepted in Estonian, Russian or English, any translation being done by a sworn translator.
• Other documents: a joint written declaration, identity documents, proof of payment, and where relevant a divorce certificate or a death certificate with the marriage certificate.
• State fee: €70 to register the marriage; notary fees apply instead where the marriage is before a notary.
