No. The City of Luxembourg states it: a civil marriage may be held there only if one of the spouses is legally resident. The banns, a compulsory step, are published precisely in the commune of residence.
- Condition set by the City of Luxembourg: one of the intended spouses must be legally resident there.
- Banns are published in the spouses’ communes of residence for ten consecutive days before the ceremony.
- The ceremony must take place within twelve months of the banns being published.
- The file must be lodged no later than one month before the ceremony.
- Documents required: valid ID, a full birth certificate less than six months old, proof of residence.
- Witnesses are not required: Luxembourg law does not call for their signature.
