No, except for Nordic citizens. Norway makes a foreigner’s marriage conditional on a durable connection: permanent residence, refugee status, or permanent EEA residence. A couple on a tourist stay cannot marry there — the exact opposite of Denmark, and the two are often confused.
- Categories admitted: permanent residence in Norway; refugee status with asylum granted; EEA citizen with permanent residence; Nordic citizen.
- Nationals from outside the Nordic area must prove they are lawfully resident in Norway.
- The examination is carried out by the tax administration, which issues a certificate of no impediment valid four months. Advertised time: five to six weeks.
- Documents: a personal declaration from each spouse, a guarantor declaration, legalised or apostilled ID, an attestation from the home country less than four months old, proof of lawful residence.
- Where there was an earlier marriage: a declaration on division of property, and prior recognition of the foreign divorce by the county governor.
The catch
The only door open without residence is Nordic citizenship. Two non-resident Danes, Swedes, Finns or Icelanders may marry in Norway; any other foreign couple must first be settled there for the long term.

Yes. The common marriage act, passed in June 2008, came into force on 1 January 2009 and abolished the registered partnership.
