Yes. The district commissioner examines impediments and issues the certificate for foreigners with no legal domicile in Iceland. The file must, however, be lodged on a paper form, the online service being closed to non-residents.
- An applicant without legal domicile in Iceland produces a civil-status certificate issued by the country where their domicile is registered.
- Documents: birth certificate, civil-status certificate less than twelve weeks old, a copy of the passport or an identity document, and where relevant a divorce decree or death certificate.
- The online application requires an Icelandic identity number: non-resident couples send the paper form and documents by email.
- Two witnesses are required, attesting that there is no obstacle to the marriage.
- General conditions: both aged eighteen, legal capacity, no close family relationship.
- Processing fee: ISK 6,700, plus the bank charges on a transfer from abroad.
