No. The federal portal sets the rule: one of you must be Belgian or have lived in Belgium for more than three months. The registrar’s jurisdiction rests on entry in a municipal register, which a non-resident couple holds nowhere.
- Condition set by the federal portal: one of the intended spouses must be Belgian or have been resident in Belgium for more than three months.
- The declaration is made in the municipality where one of you is entered in the population register, the foreigners’ register or the waiting register.
- Belgians abroad have a fallback connection: the municipality of last registration, the birth municipality of either spouse, failing that Brussels.
- The marriage cannot be held until fourteen days after the declaration, and the declaration cannot be made more than six months before the date.
- Two adult witnesses are required; their names, dates of birth, addresses and relationship are asked for at the declaration stage.
