Yes. Cypriot law allows the notice of marriage to be filed with the officer of the municipality of your choice, with no residence condition. That is what makes Cyprus a civil-marriage destination for foreigners.
- The notice of marriage is filed in person by both intended spouses with the officer of the municipality of their choice — the act speaks of the municipality “of their choice”, with no domicile requirement.
- The ceremony takes place no sooner than fifteen clear days and no later than three months after the notice. Limassol advises allowing about twenty days on the island.
- A special licence lets the officer, where they find the grounds acceptable, set the date before the fifteen days expire — within two to three working days according to the Cyprus High Commission in London.
- Fees: €128.15 for the normal procedure, €281.92 for the special licence, €13.67 per certified copy; around €130 extra for a Saturday or out-of-hours ceremony.
- Documents: passport, birth certificate, certificate of single status from the home country or a divorce decree, a sworn declaration of no impediment, all in Greek or English.
- At least two witnesses. Foreigners who have been in Cyprus more than three months must also obtain a non-impediment certificate from the migration department, valid two months.
The catch
Under the normal procedure both spouses must be physically in Cyprus to file the notice, then return or stay for the ceremony fifteen days later. Only the special licence shortens that, and it remains at the officer’s discretion.
