Possible, with caveats
Latvian law allows foreigners to marry provided they are lawfully staying in Latvia. The ceremony takes place no sooner than one month and no later than six months after the application is filed.
- The marriage is held no sooner than one month and no later than six months after the application is filed.
- The act covers EU, EEA and Swiss nationals as well as third-country nationals, provided they are entitled to stay in Latvia.
- A foreigner produces a document from their state’s competent authority attesting that there is no obstacle to the marriage; it must be legalised and translated into Latvian.
- Other documents: the application, identity documents, and where relevant the former spouse’s death certificate or a divorce ruling.
- Two adult witnesses are compulsory at the ceremony.
- Fees: a state duty of €14 for registration; municipalities charge for the ceremony on top, from €45 at the office to €250 off-site depending on the town.
The catch
The foreign certificate of no impediment must be both legalised and translated into Latvian, so prepared before departure. And the one-month minimum forces you to return or to stay, while the law requires lawful residence throughout.
Same-sex couples
No. The Latvian civil law prohibits marriage between people of the same sex. Since 1 July 2024, two adults may instead register a “partnership” before a notary, which the Ministry of Justice explicitly presents as distinct from marriage.
