Yes, explicitly, and with no residency requirement. The simplest jurisdiction here: the file can be opened at any conservatória or online, and documents in English, French or Spanish need no translation.

• The processo preliminar de casamento, opened at least one month before the intended date, at any conservatória do registo civil or online via Civil Online.
• It may be requested by the couple, by an agent holding special powers, or by a minister of religion.
• Documents: ID, birth certificate, certificate of matrimonial capacity issued within the last six months — or a declaration if your country issues none.
• Certified Portuguese translation required only if the document is not in English, French or Spanish.
• After the despacho authorising the marriage, you have six months to hold it.
• Fees: €120 for the civil marriage, €200 outside the conservatória or outside opening hours, €100–160 for a prenuptial agreement.
